PCBRA RULES & REGULATIONS 2011/2012

The purpose of the PCBRA is to promote the sport of barrel racing by providing barrel racing competitions in which each horse and rider has an equal opportunity to be competitive at their own level. 

Our goals are to increase the number of participants, improve the quality of shows and bring Peace Country Barrel Racers together.   

MEMBERSHIP

  1. Open - $75.00
  2. Youth - $55.00 (16 years of age and younger as of August 1, 2011.
  3. Pee Wee - $35.00.  (8 years of age and younger as of August 1st, 2011.
  4. Youth may not compete in Pee Wee Division.
  5. Memberships should go by first date stamp on envelope. If date stamp is Illegible,    then accepted date is to be the date picked up by the secretary. If mail is not picked up daily, then accepted date is to be the last day the mail was picked up. Jackpots to count from the day that membership are considered effective only. NO TEN DAYS FORWARD/BACK
  6. Youth and Pee Wee must declare themselves as an Open, Youth or Pee Wee entrant at the start of the season and will qualify for the Finals in this category only.
  7. PCBRA honours all association blacklists for purchase of memberships and finals entries.   

FORMAT

All PCBRA approved jackpots will follow a 3-D format in the Youth and Open classes.

  1. Open Divisions are determined by a 7/10’s and one second time bracket.
    • Patterns with total footage up to 240 ft. will use a 7/10 second time bracket.
    • Patterns with total footage over 240 ft. will use a one second time bracket.  
    • Youth and Pee Wee Divisions will use a one second time bracket regardless of pattern size.
  2. The fastest penalty free time in a class (whether a PCBRA member or not) will determine the time brackets.
  3. Knocked over barrel – horses are first put in appropriate Division without penalties and then penalties added on.  This ensures that a 1-D run with penalties will not place in the 3D.  A knocked over barrel run will not be paid.  Knocked barrels are considered a no time.  Fastest clean time will start the Division
  4. Every jackpot starts with a clean slate, thereby allowing horses to place in any of the three Divisions throughout the season

SHOW SANCTIONING

  1. Jackpots may be hosted at private arenas or rodeo/gymkhana grounds (indoors or outdoors) throughout the season.
  2. For a Jackpot to be sanctioned by the PCBRA it must first be submitted for approval to the jackpot scheduler.
  3. Host arenas will be responsible for maintaining good ground conditions, entries and payouts.
  4. Host arenas wanting to use a two-run average must have approval and be advertised as such.

Criteria for PCBRA approval:

a)     Follow the PCBRA rules and Regulations and be a member in good standing.

b)     Safe ground/arena conditions throughout the jackpot. Reworking/raking rotation should be determined by the host arena.

c)      PCBRA Electric timer.  If hosts receive approval for a PCBRA jackpot, they should try and use the PCBRA timer, but if there is no PCBRA timer available they can use a timer that is available to them.  A reasonable fee for timer can be charged. (Time to 1/1000 seconds if timer permits).

d)     Pattern and scoreline marked.  

e)     Utilize 45 gallon metal barrels. Plastic close-ended barrels may be used if metal are not available.  

f)        45 feet of stopping distance with closed gate.

g)     Random draw is mandatory at all jackpots. If a member has more than 1 horse entered they are to be drawn into the beginning of the program and then placed accordingly to the draw.   

h)     Members can now qualify for all 9 races on the Alberta side of the border. 

i)        Host arenas may add Pole Bending; however, it has no bearing on Finals qualifications.

j)        Exhibition and/or second run at the discretion of the host.

k)      All members, non-members and volunteers are covered by the current insurance plan at all PCBRA approved events.

l)        Approval for jackpots must have a 2 week approval cut off date.

m)   No mileage restrictions in jackpot scheduling. To be at the schedulers discretion.

n)     Double headers at any time, one run per race. 
 

AREAS

        1.   The following areas are based on interest, population and accessibility:

·         Chetwynd and Area, including as far South as Mackenzie

·         Dawson Creek

·         Ft. St. John

·         Hudson’s Hope

·         Fort Nelson

·         An Area in Alberta – boundaries defined as North being High Level, No farther East than High Prairie, no father South than Grande Prairie

Each area has three elected Directors, with the exception of Hudson’s Hope and Fort Nelson which has one elected Director and Alberta has 2 elected Directors.  Reps may be appointed to an area, therefore not requiring elected directors from each area.  Reps are not eligible to vote as a director. Director’s responsibilities include attending regular Director meetings, addressing concerns, keeping members informed, attending jackpots and assisting in the Finals. 
 

 

 

 

FINALS QUALIFICATIONS

Must be a member in good standing of the Peace Country Barrel Racing Association.

Qualifications are determined by an attendance factor. 

Open members

  1. Must attend a minimum of 9 jackpots per season.  Youth must attend a minimum of 6 jackpots per season.  Pee Wee’s must attend 4 jackpots per season.  Members may qualify at any PCBRA approved jackpot.
  2. Members may run as many horses as they wish throughout the year.  For each open horse to qualify for the finals the rider must attend 9 jackpots and each horse must attend 5 jackpots. 
  3. For a junior horse to qualify the rider must attend 6 jackpots and the horse must attend 3 jackpots. 
  4. For a Pee Wee horse to qualify the rider must attend 4 jackpots and the horse must attend 2 jackpots.  Host arenas are to record names of all horses on entry sheets.
  5. A mounted attempt of the cloverleaf pattern must be made in order for a jackpot to count toward the finals.
  6. Members will be responsible to track their jackpots using the horse/rider combination card.  Cards may be obtained from secretary.  Submit all cards with your finals entry form.  Lost cards will be replaced by the PCBRA office for a $20.00 fee.
  7. Year-end will be declared August 31st, 2012 (only jackpots prior to this date will count for the Finals).  Jackpots after this date will count towards the following competition year (required to purchase next year current membership).
  8. Finals entry fees are non-refundable per date on the finals entry form.
  9. Pee Wee entry fee for the Finals will be $50.00.  This includes the administration fee for $25.00 plus a $25.00 Entry Fee.  
  10. Peewee Finals format will be 3D.  Prizes for each D will go to 4 placings. Peewee’s will receive a payout at the Finals.  The Peewee finals entry fee of $25.00 will be used as the payout dollars.  Peewee split for the 3D will be and 8 second split. 
  11.  Once each season a jackpot host, who is not competing at their event, can credit his/herself attendance card one jackpot.
  12. In the event of a tie at the finals the PCBRA will go to the fastest time over the 3 runs, If one of the two competitors does not have 3 recorded runs then it will fall to the fastest time run over the weekend between them.
  13. When a person has more that 1 horse entered, they are to be drawn into the beginning of the program and then placed accordingly to the draw.

Fees and Payout

Host arenas may set the entry fees at their discretion and may deduct a reasonable amount for non PCBRA timer and arena rental.  Association fee are: PCBRA $3.00/entry and ABRA $2.00/entry.  Exhibition runs $5.00 ($3.00 PCBRA; $2.00 ABRA (if applicable).  Remainder of money is left to the discretion of host.   All ABRA fees collected by host must be sent directly to the ABRA director.   All PCBRA fees collected must be sent directly to the Secretary with a copy of the results sheet within 10 days. 

·        Recommended entry fees:  Open $20.00.  Youth $10.00, and Pee Wee $5.00 with payout for Peewee’s left up to the discretion of the jackpot hosts. 

·        Payouts must be split equally between the three divisions at all PCBRA approved jackpots.

·        Receiving payout is the responsibility of the competitor, not the host.  Monies will be held by the host until competitor is contacted.  The competitor must make arrangements in regard to receiving payment. 

·        If it should occur that no horses fall into one particular division then the payout for that division should be divided equally amongst the remaining two divisions. If only one horse falls into a particular division, that horse shall receive all the payout for that division.

·        Added money to be split equally between three divisions.

·        Number of total entries determines number of placing in each division at jackpots.

·        Eight placings to be paid out at a jackpot if the payout exceeds $2000.00 after all expenses are deducted.  (i.e. timer, arena, association fees, etc).

·        Finals order as

§  FIRST ROUND, Open, Junior, PeeWees,

§  SECOND ROUND, PeeWees, Ground Worked, Open, Juniors.

GENERAL

  1. A contestant may ride any horse regardless of ownership.  However, a horse may not be ridden by more than one person in a class UNLESS ALL of the following conditions are met.  a)  both contestants are members of the owner’s immediate family who reside in the same household (husband, wife, children and grandchildren), b) neither contestant is showing any other horse in that class, c) in no case will the same horse be run more than twice in the same class.
  2. Infraction of Rules will result in disqualification, fines or suspensions at the discretion of the PCBRA Board of Directors.  

a)      Infraction of rules includes:  

·         Being under the influence of alcohol in the arena during an approved event.

·         Altercation or quarrelling at any time during an approved event.

·         Excessive use of bats or whips or whipping the horse in front of the   shoulder.

·         NSF cheques – Service Charge $20.00

·         Not adhering to Rules and Regulations.   

b)     The decision of the Timer and Directors shall be final and no protest by the contestant will be permitted.  

Rules not covered under the PCBRA Rules and Regulations are automatically deferred to the ABRA Rules & Regulations.
